The sugar cane plantations in Maharashtra in India only take on migrant workers, as they have no residential rights, and are easy to exploit. Having to borrow money at the beginning of the season, for survival, they are unable to repay the moneylenders with the money that they earn and are thus in perpetual debt. Children inherit the debt, if their parents die. The owner's sugar cane lobby in Indian Parliament is very strong with several ministers being involved, so labour reforms are impossible to get through. 1998.
