The historic building was the seat of the colonial administration (council) since 1626. When it ceased to fulfill these functions around 1821, it continued to serve as the seat of the police and the Government House until 1880.
Originally the building had adobe walls, mud-cake roofs and no tower. In 1789 the recova was built with masonry arcades, tile roofs were placed, and the iron railings of the upper floor as well as the balcony were added, whose nine corbels that seem to support it, are carved figures of angels with indigenous faces. The tower of the Cabildo was erected as an independent structure in 1797 with the purpose of locating in a visible place the public clock that had been removed from the Church of the Company of Jesus.
After having been sold at public auction to private parties, the northwest corner of the building was demolished for the construction of a residence and commercial premises in the early twentieth century. But already in 1936 it was recovered by the Government, declaring it a National Historic Monument. Its restoration began in 1942 under the direction of Mario Buschiazzo, an architect specialized in cultural heritage. In August 1949 it opened its doors as the Museo Histórico del Norte.
