Founded in 1955 by the Colombian scientist Enrique Pérez Arbeláez.
Its name honors the memory of the mathematician, astronomer, and naturalist José Celestino Mutis (1732 Cádiz, Spain - 1808 Santa Fé de Bogotá, Colombia), director of the Botanic Expedition of the Spanish Crown to the New Kingdom of Granada .
It encompasses 19 has, which belong to the parks and leisure complexes making up the Simon Bolivar Metropolitan Park.
It promotes and organizes activities of conservation and environmental education and research about the diversity of Colombian flora in particular of the Savanna of Bogotá.
